Actually, those who are living in China know about those black boards present everywhere in traditional areas. Someone from the local community is writing and drawing on it for all their neighbors to remember the basic rules of good social behaviors as well as some advises related to education, health and safety.
It looks dated, in term of communication tool, but it is quit efficient and it should be considered as a real street art form.
